I enjoyed listening to Jan who clearly has a passion for what he is doing. However, I found the course very theoretical with to little reference to the practice. I have worked quite a bit on fiscal decentralisation in Africa and was looking for more concrete examples of where thing go well and where not (even if it doesn't go into details). Even the case studies were in many points superficial and theoretical. It is important to show the foundation and idea behind decentralisation processes, but I would have appreciated to learn more about the other side of the coin, the actual implementation. Even if this means to reduce the number of case studies and go a bit deeper into one countries' experience.
